4. Notwithstanding paragraph 3, the United Kingdom may, during the transitional period, negotiate international agreements in its own areas of competence: sign and ratify, unless the Union allows it during the transitional period, provided that these agreements do not enter into force or apply. The European Parliament and Council Regulation (EU) 2015/936 establishing common rules for imports of textile products from certain third countries not covered by bilateral agreements, protocols or other arrangements; or other specific EU import conditions (11) The exchange of letters of 18 January and 14 March 1977 relating to Article 36, paragraph 3, Regulation (EEC) No. 1408/71 (agreement on reimbursement or waiver of repayment of in-kind expenditures under Title III, Regulation (EEC) No. 1408/71), by exchange of letters of May 4 and July 23, 1982 (agreement to reimburse costs covered by Article 22 paragraph 1 sub a) regulation (EEC) 1408/7 1) March 30 and April 19, 1977, in the agreement amended by an exchange of letters of November 8, 1989 and January 10, 1990, relating to the waiver of reimbursement of in-kind benefits and in-kind examinations , as well as medical examinations carried out under the INSPECTION, as the Good Friday or Belfast Agreement of 10 April 1998 between the United Kingdom Government, the Government of Ireland and other participants in the multi-party negotiations (the “1998 agreement”), annexed to the Anglo-Irish Convention of the same day (“british-Irish agreement”), including its subsequent agreements and implementation agreements, the rules should ensure the proper implementation and application of the relevant provisions of EU law with regard to the basic sovereign territories after the UK`s withdrawal from the Eu, the framework agreements concluded before the expiry of the transition period and which did not expire or ended on the last day of the transition period; or IN AN suggests that the UK`s withdrawal from the EU therefore poses significant challenges to the maintenance and development of North-South cooperation, considering that sovereign base territories should remain part of the UNION`s customs territory after the UK`s withdrawal from the EU, except pending the entry into force of an agreement under Article 184, which replaces or applies. CONSIDERING that, on the basis of the provisions of this protocol, EU law on sovereign basic territories in some EU policies will apply after the UK`s withdrawal from the EU, the EU air transport law, which was not applicable at Gibraltar Airport before the effective date of the withdrawal agreement, will not apply to Gibraltar Airport until the date set by the Joint Committee. The Joint Committee takes the decision on this matter after the United Kingdom and Spain have indicated that they have reached a satisfactory agreement on the use of Gibraltar Airport. 1. Without prejudice to Article 127, paragraph 2, the United Kingdom is bound, during the transitional period, by the obligations arising from the international agreements concluded by the Union, of the Member States acting on its behalf or of the Union and its Member States acting jointly in accordance with Article 2, point (a) iv).
